I am not receiving password reset emails from JIRA cloud
Please, help me to fix it

Here in community we can check the email you are using and the cloud and server sites that your email it's linked with.
Checking here, you are using a Gmail and there are no blocks on the address.
Searching for your name on our support site, I found other two addresses and one of these emails have the following block:
550: 550 5.4.1 ...@... Recipient address rejected: Access denied [HE1EUR04FT029.eop-eur04.prod.protection.outlook.com]
I'm not sure if that's really you, but I removed the block. So please, test again and check if you will receive the email.
Since community is public, I won't ask you to share your email address or domain, it's up to you.
Feel free to reach out to support.atlassian.com to create a ticket with our CAs, so there you can share your email address since it's a private ticket.
