How can I re-activate my account?

You can't post here without an active account, which suggests you've already managed to re-activate it (at least this account, if you have another, it's a different question)
My guess is that you really mean "I was removed from an Atlassian system" - in that case, you need to get in touch with the administrators of that system, to ask them to add you back to it.
