Licence numbers are tiered, not additive.
If you have 75 active users, you need to be on the 100 user tier (most of the products have 50 and 100 level tiers, but not all)
If you only have the 50 active users, you can stay on the 50 user tier.
If you increase from one tier to another during the duration of a licence, the existing licence's number and months left is taken into account when working out the cost.
