Hi,
We're unable to add users to a project Jira/Confluence and found out that their Atlassian accounts have been deactivated at the Org level.
How can we find out who the Org admins are so that we can request their accounts to be reactivated?

please note that user should be site admin or Org admin to check the user management.
In order to view who are the org admin, go to settings ->user management. Filter the users by org admin as shown below -

There's no easy way to do this if you don't already have Org Admin access (as @Teja has said).
Best way is to contact the project leads, which you should be able to see in the Jira -> Projects -> View all Projects list, and find out if any of them know who the Org Admins OR Product Admins are.
If none of them know who the Org Admins are, a Product admin could look at the audit logs in the Jira settings area to see who's making group/product access changes, or they could use an API to retrieve the list of users in the site-admin or org-admin group.
Failing all that... You'll probably need to contact your IT team.
