Functional Account

Hi. I want to create a functional user account in Jira to use the PeekLogic SalesForce connector. 

The integration requires me to generate an api-key/token, but the ones I create all seem to be associated with my account, not with a generic "functional" account/user.  Is there another way to do what I'm wanting, but do it from an administrative capacity?  

What am I missing here?
