Cannot Change Email Address -- did not receive verification email

I've seen this issue posted here several times. I've tried to change my email address and only receive the email notifications at the old email address, none to the new one. I have checked and double checked for typos and have tried "resend email" to no avail. It now says I'm at my limit. Please help!
