About payment message.

I am a student. I created an account for free trial for practice only. But I got a mail your bill estimate has changed.  Why I got this mail like this. I want to delete my account. please delete my account

Welcome to the Atlassian Community!

This will be because you have used the software in a way that is chargeable.  You agreed to this when you signed up.  But the emails about costs and licencing have been generated by a robot, it's all automated.

 Atlassian are not going to chase you for a few dollars if you are going to leave.  Go to my.atlassian.com and cancel all the subscriptions and licences you have, then go to https://id.atlassian.com/manage-profile/account-preferences and use the "delete account" option there.

Also, if you never entered any credit card information, and don't respond to the automated payment emails. Your site will eventually get automatically deleted in about 60 days.

I can't delete my account because of payment issues...  I can't pay the payment.. 

We can not help you without more information.  What are your "payment issues"?
