Unable to add Org Admin

I'm an Atlassian Org Admin & I tried to use the following instructions to add another Org Admin. However, when I go the Settings page, the Administrators menu link in the left nav is missing as shown in the screen shot below. How do I resolve this?

  1. Log in to your organization at admin.atlassian.com.
  2. Choose Settings > Administrators.
  3. Click Add administrators.
  4. Enter an Atlassian account email address and click Grant access.

This is because you have centralized user management. Follow the steps at https://support.atlassian.com/user-management/docs/give-users-admin-permissions/#Make-someone-an-organization-admin.
