As your previous organization admin left , and you don't have access to his / her email account.
You can raise this concern to your billing contacts who paying Jira / confluence monthly/annual charged. those may direct have word with Atlassian billing team.
You can raise a support ticket to Atlassian Support. You will get some more info, how to change the details.

But as we are using the free version, seems like we cannot entitled for account support. I have also asked the technical side and they say that Atlassian are not authorised to make any user management on the customer's instances for security reasons.
Any other ways that I can try?
There has been several similar requests in the past:
For the moment, the easiest way to go seems to gain access to the old mail box the Org Admin used. You mentioned somebody from the "technical side", probably an IT department of you - you would need to work with them to re-enable the inbox for at least a few minutes so you can receive a mail (which would be, of course, a password reset of your former Org Admins account).
Then there are not much options.

If this won't work out it is a lost case as you won't get back to Org Admin.
