There was a similar posting in the community and here was someone from the Atlassian Team response -
Any chance that your companies VAT number is not allowing cross border transactions? In this case we'd recommend checking with your tax professional. It can be verified in VIES: http://ec.europa.eu/taxation_customs/vies/vatRequest.html
