We have moved to cloud JIRA.  We have set up organisations, how can we bulk update both open & closed tickets raised by a user, so they are showing under the newly created organisation?

I'm not sure I understand your question. An organization allows you to see Atlassian users and products in one place, but your tickets are for an individual Jira Cloud instance. You can follow the instructions here to make sure your Jira Cloud instance is linked to your organization:
