The link you've provided works as expected!

The question is: Once you're going to this link and downloading the submission template is it expected that the template is a blank .docx document? If so, then I'm just going to write my story and send it to you, but I just want to make sure that it's not a 'bug'=)

It's working for me, it must be a bug - you could try clearing your cache? If that doesn't work, please email us at AtlassianSummitGiveaway@Atlassian.com and we can get you the template in an attachment so you can submit.
