Our team is using Zephyr Scale Plugin.
Is it possible to create dynamic report or dashboard on an instance for all Test Cases globally and Filter them with different logics? Maybe folder they are assigned to.
Also if it is possible to create report in PowerBI with APIs.
Any help will be appreciated.

It is possible to build any reports you need in Power BI with the use of Power BI Connector for Jira, as it supports the Zephyr Scale data export. And you'll be able to integrate your Power BI report back into Jira dashboard with this app.

If by 'globally' you mean across multiple projects, dashboards can pull test case/cycle/plan information from multiple projects but there is no global variable to enable us to report on all projects. Reports also work the same way. You can select all relevant projects and report in that way, but that might become impractical at some point.
If you mean to globally report on all test cases in a single project, that is certainly possible. You can user Folder as a criteria but personally, I prefer to replicate the Folder structure fairly closely in my Test Cycles, and that way, Folders are just for filing, and Cycles are specifically for test execution management. I find the best way to manage tests is to use the Test Case > Test Cycle > Test Plan structure, and report at the Test Cycle or Test Plan level, for different insights into test execution status. There are many options here.
As to the Power BI/API question, I've not had time to work on this myself, other than investigations, but the APIs output data in JSON format, and I presume that would work with Power BI.
