I have a Jira Cloud Premium license but I can't create a plan in a test project that I have in the Sandbox. Is that feature locked out?

Using Cloud Premium and Automation to create a rule to set the Epic Status as part of a rule execution. I added the Epic Status field to my task screen but it doesn't show up. Am I being thwarted by this locked by Jira field? Does it only appear on Epics no matter what you tell it to do?

I'm creating a project in the sandbox and do not want to create a bunch of new custom fields. I know of some existing fields that I would like to use but they do not show up in the sandbox project. Why? I think some of the fields I would like to use might be associated with archived projects. Could this be the cause?
