when i set a project completed / archived, can i trigger my systems' url?

I believe this is something you can do with the HTTP Requests feature in Butler. This should let you send a POST request to a URL when your particular trigger happens. We have a bit more detail on that here: https://help.trello.com/article/1203-issuing-http-requests-with-butler
