In Trello, you have workspace members (billable), multi-board workspace guests (they are not in the workspace but they are on 1 or more board - billable) and single board guests (on 1 board and not billable)
You should look at the workspace members section and check the tab that says "Guests". This should give you a clue and I suspect you have some multi-board guests as well as workspace members.
