Your question is very broad but I'd say there are no technical requirements from the user perspective. The Trello boards are free to create and easy to use. Make tickets, columns and move them around while you add information to them (name, description, tags, comments, ...).
Your minimum requirements should be a device with connection to internet and either a browser or the trello app. Aside from that, can't think of any limitations.
