I'm not the admin of my board, but I removed a member to reduce the number of free members to less than 10! It still displays the message: "The free workspace to which this board belongs is over the 10-collaborator limit."
But it's not. Is it only the admin who can resolve this, or was my change insufficient?

Only workspace admins and board admins have the right to remove someone from the board. However, if the users are removed and you're still encountering a collaborator limit error, please share the workspace and board name so I can check.
I looked into your account, and it has one board that belongs to the workspace, which has a total of 9 collaborators.
A collaborator is anyone who’s been invited to a board in your Workspace or the Workspace itself. This includes:
Workspace members
Workspace guests (board members who aren’t members of your Workspace. This includes single-board guests and multi-board guests)
Pending board and Workspace invites
