If you are a Workspace admin, try reactivating a user in the Workspace members section by selecting Reactivate.
If the Reactivate option is missing, it seems like the team members' accounts you want to reactivate are managed at the organization level. You can try following this document to reactivate your member's account: Deactivate a managed account

Can you clarify what you see for this member?
Is the user only marked as inactive, or was the user deactivated/removed from the Trello Workspace?
Also, are you a Workspace admin, and can the member still log in to Trello with the same Atlassian account?
