change permissions grayed out

On any board, we suddenly aren't allowed to change permissions on any user that is added to a board. The "Change permissions... (admin)" is grayed out on all users. Image attached for details.

Hi Tania,
This looks like an issue that was recently identified and fixed. Can you refresh your browser window and try again? If that doesn't resolve the issue, please let me know.

I have refreshed my browser and also opened in an incognito browser to no avail, it is still grayed out for all users.
