can you import a checklist with only open items?

Fairly simple question, but is there a way to import a checklist where you only import the unchecked items?

So my usecase would be weekly to do lists; ideally I would like to roll over the checklist to the next week while importing only the open items. can this be done with Trello?

You could use the Butler Power-Up for this.

Actually, for this kind of task a Calendar command type would be the way to go. Unfortunately, there aren't any checklist actions available in this command type.

Therefore, you have to go with a Rule.

Here's a workaround, feel free to change the trigger. The actions are not straight, but the best I could find and they would do the job:
