Why won't Trello automations let me create a rule to copy 15 checklists when a new card is created?

I'm on the free plan, but still have plenty of "automations" space to create a rule that copies 15 checklists into each new card that is created. When I create the rule, it only applies 9 of the checklists. When I create a second rule with the remaining checklists, it still does not apply the rule to new cards. Help!
