I'm on the free plan, but still have plenty of "automations" space to create a rule that copies 15 checklists into each new card that is created. When I create the rule, it only applies 9 of the checklists. When I create a second rule with the remaining checklists, it still does not apply the rule to new cards. Help!

This is separate from your monthly Free-plan quota. Trello limits each automation run to 20 actions or operations, and some actions can consume more than one operation.
Count the items in the nine checklists that were copied. Atlassian confirmed a similar case where automation began failing once the combined checklists exceeded about 80 items. If your nine checklists are already near that total, a second rule will not bypass the protection limit because it is still adding items to the same card.
In that case, reduce the number of checklist items, split them across multiple cards, or create cards from a template that already contains the checklists. If the total is well below 80, open Automation → Activity and inspect both rule logs for the exact error.
