Why do large PDF files keep reloading?

We have shop drawings loaded in attachments.  But, larger files are hard, to impossible, to view because they constantly reload.  When opened, as soon as they are loaded, and begin to zoom in, or scroll through the pages, they reload.  Is there a way to load them so this doesn’t happen?

The issue seems to be more prevalent with files larger than 3 to 4 mb.
