Why do I have a 20% loss of boards?

I have a free Trello plan with one active board. I can only create 7 more. I'd like to know what happened to the other two.

Simple questions first!

There's definitely no filter set in the search bar on the right-hand side? (the "Create Board" pop-up is covering that field in your screenshot)
How many closed boards do you have? These don't count towards your 10 board limit - but good to clarify just in case
