I have a workspace with several boards. When I mirror cards from the main board to another board, the guests can't view inside the mirrored card without me making them a member of the main board.
Mirror cards respect the permissions of the source board. Therefore, only those users that have the permission to access the original source board can see the mirror cards.
This is correct. If you would like for the guests to be able to view the cards, you can achieve this by moving the original card on the board that they have access to and then mirroring it to your main board.

Thank you both for the responses! I'm going to have to figure out a workaround...currently folks fill out a creative request form (HubSpot) then Zapier maps it over to Trello on our main board, then we mirror to the department that made the original request.

You could try using automation for this, either a rule or a button depending on how many other boards you're using. It's just two or three, you could have an automation button for each, and you could set the button to mirror the card and then move the original to the other board.
