Why can't I invite people because of space in the board when we are only 7

When I try to invite a friend to a trello, it say we need to upgrade our plan because we exceed the number of 10 collaborators however we are only 7.

Collaborator limits are applied at a Workspace level, not a board one. Please read through https://support.atlassian.com/trello/docs/workspace-user-limit/
