Why can't I add power-up when I have an Enterprise account?

I should have access to unlimited power-ups but I'm trying to add the Teams power-up and while I can see it listed on the power-ups page, the "add" button isn't green/activated. Some other power-ups show activated/green add buttons but not all. If I have an Enterprise account, shouldn't all add buttons be green?

April,

  Do you administer the enterprise trello account?  If you do not you will have to ask the administrator to enable that powerup.  https://help.trello.com/article/1178-enterprise-power-up-administration

Also, just double check that the board is in a team that is in the Enterprise.
