Why am I unable to make someone an admin on a board?

The admin of one of the boards I am a part of wants to add another member of the board as an admin, but is unable to change the permissions for that member. Is there a way to work around this?

@Program Director I noticed this the other day, I think it's a recent change that you can't have an admin of a board who is not an admin of the workspace to which the board belongs.
