Whenever I share the link to a community they have to make a account to view it?

They keep saying it's making them log in whenever the invite is sent as observer.

Are we talking about boards (w/ observers) or communities, as in the ''Community" here?

For boards, I'm guessing you'd have to make the board "Public" (i.e. visible on the web) for that.

We have that feature off, so I can't say what that implies for viewers like commenting or seeing card activity etc.

There would be no need I suppose for 'adding' or 'inviting' in the Trello sense; just share the link.

For every other Trello share you'd have to be on the platform to be added as far as I know.
