When creating a board from a template, are automations and power-ups included in the copy?

I would like to ensure that automations are operational on the newly created boards.

Unfortunately, when copying a board, you still have to enable the automation rules manually.

The only way to speed this up is to collect your automation rules into libraries. They allow you to enable many rules on your new board with one click.
