Unclear why use bheifner@forthepeople.com was randomly "Deactivated".
I'm the account Owner + Admin and I'm not able to reactivate Heifner's account.

It is likely that your company's IT admin has deactivated that account. You could check with them. https://support.atlassian.com/trello/docs/what-is-a-deactivated-user/#Reactivating-a-user

However, our company's IT admin does not manage our account.
I setup this account with my credit card and I'm the account owner.
Not sure what other options we have to resolve and reactivate our Heifner User.

Atlassian accounts control access for Trello, Jira, Confluence and all other Atlassian products. If your company is using Jira or Confluence, it is possible that your IT admin has deactivated the account, in which case limits access to all products.
