I'm trying to delete an old trello account with the intention of starting a fresh new one but I keep getting this error message
The trello account is a free one and has always been free. I'm the only user for my account. account. Any ideas?

the blocker here is not really that the workspace is currently on the Free plan.
From the message in your post, your account is still the last billing admin on a billing/transaction account with active entitlements. In that situation, Atlassian will block the account deletion until that dependency is resolved.
So I would check admin.atlassian.com/billing first and verify what billing account is still attached to your user. If you are the only billing admin, you usually need to add another billing admin first or clean up the remaining entitlement before the deletion will work.
After that, try deleting the account again from id.atlassian.com.

I tried the address "admin.atlassian.com/billing" but it immediately redirects me to this address instead "https://admin.atlassian.com/o/create" which asks me create an organisation name ... I tried getting to billing a few different ways but no luck getting into the billing section.
