I am having an issue with my Trello workspace.
According to Trello's information, my workspace should allow up to 10 users. However, I currently have only 9 users, and I am unable to add the 10th member.
Could you please help me understand why this is happening? Is there any setting, restriction, or limitation that I should check?

You're must certainly be already at 10, even though you only see 9.
Two things quietly count toward that limit: pending invitations that were never accepted, and people added as members on individual boards inside the Workspace (board guests) rather than to the Workspace itself.
Open Workspace settings → Members and check both tabs — the Members list and the Guests/pending section. A stale invite you sent weeks ago still occupies a seat until it's cancelled or accepted. Remove any pending invite or leftover guest you don't need, then try adding your 10th person again.
If the count genuinely shows 9 with nothing pending and it still blocks, clear the invite and re-send it by email address rather than reusing an invite link, since exhausted or shared links sometimes misbehave. That usually resolves it without needing support.

I have carefully checked the Workspace settings, including the Members list as well as the pending invitations and Guests sections. There are no pending invitations and no unnecessary guests. The Workspace still shows only 9 members, but I am still unable to add the 10th member.
I have also tried sending a new invitation directly to the user's email address instead of using an invitation link, but the issue remains the same.
At this point, I'm running out of ideas.

I took a look your account, and I can confirm that the Workspace has reached the collaborator limit.
There is a single board in that Workspace, with 9 members of that board. None of these 9 users are members of the Workspace that the board belongs to; they're all guests. There is one actual member of the Workspace, who is not a member of that board. That member's account does not have a person's name on it; it looks like it may have been set up as an "empty" account, purely for administration.
If you know how to access that admin account, you can use that account to make any changes needed. Otherwise, you as the admin of the board can create a new Workspace and move that board there. That will leave behind the Workspace member that's not on the board, so you'll have room to add a 10th member to the board.
