Two of my team members have been deactivated in Trello. There is no reactivate button showing. When I try to contact support it is asking me to enter my URL. No matter what I enter I get the message that This doesn't look like an Atlassian Cloud URL you're typing.

It seems like the team members' accounts you want to reactivate are managed at the organization level. This is mostly the reason why the Reactivate button is missing.
You can try to reactivate your user account via http://admin.atlassian.com/, following this document: Deactivate a managed account
If it won't work, try contacting Atlassian Support again:
At the bottom of the page, you'll see a link that says Need help? Submit a support request — click on it.
Fill in your details and submit

sorry to hear you're having trouble with your Trello instance and 2 colleagues have lost access. I assume you went ahead and tried to create a ticket under https://support.atlassian.com/contact#/. Unfortunately, using Trello Free does not come with included support. So you will need to help yourself in identifying the issue and coming to a solution or simply having those colleagues create new accounts and re-add them to your board.
However, I have flagged this question for an Atlassian Support Engineer to have a look into it. They will decide to look into your case or at least guide you to a solution here.
