If I create an automation in my board template, why doesn't the automation follow when I create a new board from the template?

This has irritated me for years but lets face it, it is never going to be changed...

The command libraries are your best bet. I recommend a 1-board, 1-library approach, perhaps with 1 library called Global, where you have commands that are shared across multiple boards.

Good question. I did some research on this and haven't found a way for automations to follow one board to the next in Trello.

The one workaround seems to be using command libraries.
