To Do/Doing/Done Repeating Tasks

I've set up four boards: 1 board for each week (first week/second week/third week/fourth week) as my assistant does tasks by the week. I thought I was set with the card repeater for a card to start back each month, but now that the month rolled over, nothing happened. The repeats are on and are set to repeat in the "To Do" list, so even though they end up in "Done," they should move back to "To Do" at the start of the next month. 

Am I missing something? Is there a better way to do this? Will the card repeater start the card back over or will it copy the card back over so I keep one in "Done" and one new one is copied to "To Do"?
