Template not accessible in Trello

Hi,

I've created several templates for my course students that I want to share with them. I've set the board to private but given them the link to access it as an observer. However, when they try to access the boars, they get a message that they should be added as a workspace member. I don't want to add them as a workspace member because I don't want them to be able to create boards in my account. How can I achieve my goal without making my templates public?
