Hi Fabrício, 

As far as I could understand, you'd like to know what's the difference between internal and external members in Trello, is it correct?

If yes, I'd imagine you're referring to "guest users" who are invited through a shareable link. Invited users have their access restricted to one specific board only (to the one they were invited to). Feel free to check more info about it and how to disable special links here.
