Restrict members to upload attachments

is there a way to rstrict members from uploading attachments?

Hi Ryan, welcome to the Trello Community!

With Trello Premium, you can add "Observers" to boards. 

Observers cannot:

• upload card attachments
• move or edit cards
• tick the box on a checklist item
• change board settings

Observers can:

• view a board and the cards within the board
• download card attachments
• comment and vote on cards (if that is enabled for the board)
• export the board
