Request to join the board email notification going to all members on the board

Is there a way to stop the Trello email notifications going to all members on a board each time a new person requests to join a board? The notification goes out to all 150 members each time. We want it just to go to the 2 people. Is this possible please?

We are not using premium and so all members are admin, is this the problem?
