Question about "static" boards

I am looking at using a Trello board as our employee manual. However, while I want employees to be able to view, print, sign documents, I don't want people to be able to delete, rearrange, or edit any of the policies and information that are provided.

Seems that members can do all those things. Can someone interact with the board without being a member of the board? that is to say, open cards, read them, view documents, etc?

Thanks,

Mark

@Mark Connolly

Will making a board visible to the team without adding team as members work for you? Try it.
