I am having problems sharing a public board. I have set it to public, but it still sends new users to a page where it says "... shared this board with you, but to get access, your email address must be added by a Workspace admin."
How can I get around this, so that I don't have to add email addresses?

Setting a board to public in trello means anyone on the internet can view it, but it does not mean anyone can automatically join and interact with it. When someone tries to join or access the board as a member, trello still requires a workspace admin to add them.

ALSO,
Since the user is on the free plan, there's also the 10-collaborator limit per Workspace, which adds another layer of restriction

Well, right now my colleagues cannot even view it. How can I share it so they can view it and use the links in the cards?

I have just sent them the link I get from "share".

When you are in board, try to copy browser address bar and ask them to open that link.
