Is it possible to create a public board without a sign-in from users needed to view it?
I'm trying to create an asset library for a campaign, so want it to be really easy for users to open the Trello Board without having to sign in.

Yes, you can achieve that in Trello. Navigate to your board, click your visibility button (it has a lock icon and text, usually "workspace visible"), and select "Public". Now anyone with the link to view the board will be able access it. Note that this board can be even indexed by Google now.
