Problem with access to the board in the free plan

When selecting to add a user, it indicates that there are 9 free spots available, but when you try to add a participant, an error appears stating that there are no available spots.

Collaborator limits are applied at the Workspace level, not at the board level. I recommend reading through https://support.atlassian.com/trello/docs/workspace-user-limit/
