My Trello account has two step verification, that was with my my old broken phone. After getting my new phone didn't transfer everything. So I tried recovering my account last night, it never got sent to my mail. So I need help getting back into my old account please.

Have you gone through these steps: Troubleshooting two-step verification? Particularly this part:
Go to https://trello.com/login
Enter your email address and password
When prompted for a verification code, select Can't use your phone?
On the recovery code screen, choose Can't find your recovery key?
Select: Send recovery email. You’ll receive an email with the subject line “Steps to recover your Atlassian account”
Wait 24 hours for a second email from Atlassian. The subject will be “Let's get you back into your Atlassian account”.
Click the link in that email to access your account and manage your two-step verification settings.
If so, to which step did you make? If you've made it to step 5, as the docs state, you'll have to wait 24 hours to receive the second email.
If you didn't even receive the first one, I believe you could use this form: Atlassian Support. I think that their AI agent can now even check if your email address has been suppressed or filtered within their system.
In case nothing works, you should be able to open a support ticket through this channel: Atlassian Support: Pricing, Billing & Licensing > select "Your Account" > "Login issues"
