Do you have two questions here? The title for your question mentions printing a checklist, but the question itself doesn't mention printing. So, here's my response to both
Printing a Trello card checklist which shows completed items": I recommend using the Agile Cards by Spartaz power up. This will give you many printing options. Once you go to print, use the Print as Board Cards option.
Can you create/set checklist templates that only specific people can edit? No, unfortunately not. Any user of the board will be able to edit items, such as checklists. The only permission to lock down items would be Business Class observer- but it will limit the observer to read-only on the entire board making no edits.
