That is a great question. There is not an identifier in the power up directory that allows you to search or see that a powerup is free. Any powerup made by Trello is free https://trello.com/power-ups/made-by-trello Most of the other power-ups have a cost but there are a few that are free. Posts like this help https://blog.trello.com/the-big-list-of-free-trello-power-ups-for-everyone but you often times need to try the app to see if it is not listed in the description.
