Hi there. Billing is at the Workspace level, so the pricing plan you choose will apply across everyone in the Workspace, not just a single member. The Enterprise plan also requires a 50 member minimum.
If you have multiple Workspaces and would prefer not to pay for the same people in those Workspaces multiple times, you could consider consolidating by moving all of the boards into a single Workspace, if they're all for the same organization, for example.
