I guess Windows doesn't natively display badge notifications on app icons in the taskbar like macOS does, but you can try to achieve a similar effect by enabling Jira Notifications in the Windows App. For critical updates, Jira sends desktop notifications that may show as system alerts.
However, badge-style notifications on the app icon itself are not a default feature.
